The book Data Strategy, has a chapter on "Business Value of Data and ROI" and the Appendix has templates on the ROI calculation process along with cost templates and intangible benefits templates. In the name of full disclosure, I, along with Larissa Moss and Majid Abai are the authors of this book.

I have used this as an answer before, but the book Data Warehouse Project Management by Sid Adelman and Larrisa Moss provides the assistance you are looking for.

There are many resources for writing a business case, starting with some business management textbooks, but the best resources can be found in the business case chapters of some good project management texts. (Information Technology Project Management, by K. Schweibein from Course Technology is excellent for IT projects.) Data Warehousing Project Management, a wonderful reference book by Sid Adelman, contains much good material on business case development, as does The Essential Guide to Data Warehousing by Lou Agosta.Finally, some Web searches for online articles should give you some good additional materials ("Real-World Decision Support" newsletter is one source).
