IBM and EIM Help the United States Army Transform

November 18, 2008 - IBM announced an expansion of a program to automate business processes and reduce paper consumption for the United States Army Publishing Directorate (APD).

 

The program, which allows the digitization of all human resource, personnel, logistics and forms processes for the Army, has already significantly reduced the amount of paper used by the APD, resulting in a savings of more than $1.3 billion annually.

To achieve these savings, the APD with the help of IBM and the EIM Corporation, created the Army Publishing Content Managing System (APCMS). APCMS supports the automation of any business process using tools that have already been deployed Army-wide to support 1.4 million Active Duty, Reserve, Guard, civilian and contractor personnel.

The US Army also recognized the value of reusing this infrastructure and services to support other critical applications in order to save additional costs and resources for other important Army and Joint programs. For example, the US Army Medical Community is currently using the APCMS to begin automation of the US Army Medical Review Boards and Submissions processes for soldiers injured in the line of duty.

“With the deployment of the Army Publishing Content Management System, the Army enterprise has been transformed to better support the warfighter,” said Susan Maks, director, Army Publishing Directorate. “APCMS delivers a fully electronic solution and represents a major shift away from traditional forms-based business applications with our goal being the elimination of paper-intensive processes, as a result saving time, money and resources.”
